We are regulars in the halls of Congress, having daily conversations with those in power. Our work will be utilized to inform and educate lawmakers on the direction of cannabis and hemp policy.

We are a team of conservative/libertarian-leaning policy hounds with a history of proven electoral success and more than four decades of political experience in more than a dozen states and on Capitol Hill.

  • Don Murphy

    FOUNDER

    Don Murphy is a seasoned government relations professional with over 25 years of experience in the realm of political campaigns and business/issue advocacy. His journey has been marked by a relentless commitment to driving positive change and amplifying the voices of his clients. His story is a testament to the power of passion and expertise in shaping the political landscape.

    With a career that began in the early '90s, Don has emerged as a luminary in government. His political journey began as a Delegate in the Maryland House of Delegates. During his time, he served on the House Judiciary Committee and adeptly represented the interests of his constituents. While in the Maryland State Legislature, he sponsored the legislation that would later become its medical marijuana law. His reelection for a second term underscores his effectiveness.

    At Genn & Murphy and Don Murphy Public Affairs, he served as a partner and principal for over 10 years. Don testified on a wide range of legislation, leveraging his relationships and expertise to open doors to officials across the nation's state capitols and Capitol Hill. His deep understanding of political dynamics and his relentless pursuit of government reform have consistently delivered results.

    One of his proudest achievements was serving as Marijuana Policy Project’s Director of Federal Policy, where he played a pivotal role in advancing critical issues in Congress, contributing to a period of historic success. His coordination with non-profit advocacy and industry organizations made him a driving force in federal cannabis policy reform.

  • Gretchen Gailey

    FOUNDER

    Gretchen Gailey has a wide depth of knowledge in communications and building relationships stemming from more than 12 years of experience as a journalist. She has worked in network news, cable news and local news, on and off camera, as well as in print journalism. She has interviewed heads of state, covered  natural disasters, political campaigns, terrorist trials and told the stories of countless Americans across the country. Her vast experience across all sectors has made her an invaluable asset in the cannabis sector. 

    Prior to founding Panoptic Strategies, Gailey most recently worked at KCSA Strategic Communications leading their cannabis team and as the Executive Vice President of Communications & Government Affairs for New Frontier Data where she developed and implemented an integrated strategic communications plan to advance the company’s brand identity, broaden awareness of its services, and increase its visibility across key stakeholder audiences; making it one of the most recognized companies in the cannabis space. Since 2014, she has worked in the cannabis space advancing its message and even informed lawmakers on tax policy and provided the U.S. Senate Finance Committee with the data necessary to draft cannabis tax legislation. 

    Before joining the cannabis movement, she served as the Communications Director for Congressman Bill Shuster (R-PA), the Chairman of the House Transportation and Infrastructure Committee. Gailey also has a wide depth of knowledge in communications from her experience as a journalist with Fox News and NBC News in Washington, D.C.

  • Carl Cameron

    FOUNDER

    Carl Cameron, has covered national politics since 1988. Nicknamed "Campaign Carl" for his tireless road-coverage of State and National elections, Carl was one of the first five employees hired by FOX News Channel in 1995 a year before the network launched.

    Carl served as the network’s first Chief Congressional Correspondent, first Chief White House Correspondent and only Chief Political Correspondent. He retired in late 2017. He lives in the DC area with his wife Moira Hopkins who also worked at FOX with Carl as a videographer and audio engineer. Since '88 Carl has conducted multiple interviews with every President, every living former President, Presidential nominee, and approximately 140 other candidates (including senators, house members, governors, and business leaders) who got on multiple state ballots but fell short of winning their party’s Presidential nomination.

    The New York Times and the Washington Post have praised Carl's objective and unbiased reporting. The Post called Carl 'FOX's Man in the Middle." The New York Times wrote, “Fellow journalists say they detect no bias in his reporting.”

    Washingtonian Magazine named him one of the top 50 reporters in the nation's capital.

    He is currently working on a book about blues music, race, and American culture with Tony "TC" Coleman, the late BB King's drummer of 30+ years.
